California Law on ID Theft Seen as Model

When con artists recently illegally gained access to Social Security numbers and other sensitive personal data of nearly 145,000 people, only the 35,000 Californians affected were initially notified by ChoicePoint, the data collection giant that erroneously disclosed the information. Now 26 other states are considering imitating California's effort to guard against identity theft.

State Expands GIS Program for Nonprofits and Environmental Commissions

New Jersey Chief Technology Officer Charles S. Dawson announced the addition of comprehensive training and technical assistance to the state's GIS program for nonprofit organizations and environmental commissions. The New Jersey Office of Information Technology, through its Office of GIS, coordinates the enhanced program, which was renamed the Initiative for Community Access to Technology (ICAT).

Amber Alert Programs Enter the Cyber Age

Missouri is soon to become the fifth state to alert residents of missing children by sending out Amber Alerts via cell phones, pagers, emails, public message boards, bus stations, and casino sites; the alerts will span numerous states. Kansas is close to implementing a similar service, but the Kansas system will focus on state-based alerts rather than multi-state alerts. Missouri also eventually plans to use the system, which requires participants to sign up for the alerts via a Web portal to alert residents of potentially damaging weather, terrorist attacks, or other emergencies. The Amber Alert system is available for implementation without cost to all states due to a $4 million contribution of time and technology from several corporations, such as Intel and Symantec, as well as their continuing assistance.

Legislation Looks To Reopen DCA To General Aviation

The leadership of the U.S. House of Representatives Committee on Transportation & Infrastructure yesterday introduced legislation that continues to apply pressure to the federal government to re-open Ronald Reagan Washington National Airport (DCA) to on-demand air charter and general aviation operations.

H.R. 1496, titled Return of General Aviation to Ronald Reagan Washington National Airport Act of 2005, would direct the Department of Transportation, in consultation with the Department of Homeland Security, to allow the resumption of nonscheduled, commercial air carrier (air charter) and general aviation operations at DCA within six months after the bill's enactment into law.

State and Local IT Spending to Grow 45% Over Five Years

State and local IT spending is expected to grow from approximately $48 billion in FY 2005 to $70 billion in FY 2010, according to the latest annual State & Local IT Market Forecast released by INPUT, the providre of government market intelligence. INPUT expects moderate growth in IT investments to continue through 2005, with some market acceleration through FY 2006. Beginning in 2007, the need for outsourced technical services, primarily caused by increased employee retirements, will drive profound increased spending through 2010.

The forecast projects that the leading market segment in state and local government IT expenditures will continue to be professional services, followed by telecommunications/networks. In 2008, INPUT expects the market to grow 15 percent largely due to the inevitable depletion of experienced technical government workers. Growth in the telecommunication/network segment will continue to be driven by initiatives for advanced interoperable communications systems for coordinating law enforcement, border security, and homeland security.
