GSA Restructures to Create Federal Acquisition Service

The General Services Administration (GSA) has announced details of a new organizational structure that will combine the Federal Technology Service (FTS) and Federal Supply Service (FSS) into a single Federal Acquisition Service (FAS) with six regional offices. The FAS national office will set policy and take the lead on agency initiatives.

Share-in-Savings Initiative Not Yet Tested, GAO Finds

More than two years after enactment of the E-Government Act of 2002, implementing regulations and Office of Management and Budget (OMB) guidance for using share-in-savings contracts for information technology have yet to be issued, according to a recent study by the U.S. Government Accountability Office (GAO). OMB officials indicate that this will change in the near future.

Agencies cited a number of reasons that share-in-savings initiatives have not resulted in contract awards for IT projects, including: lack of implementing regulations, difficulty determining baseline costs, and the belief that the return on investment (ROI) using share-in-savings would be insufficient.
