California Home to Growing Number of MWBEs

Minority- and women-owned businesses (MWBEs) in California and elsewhere in the United States experienced tremendous growth in their numbers and receipts between 1997 and 2002, according to new business tabulations from the Survey of Business Owners (SBO) released by the U.S. Census Bureau.

GSA Names Acting Commissioner of Public Buildings

U.S. General Services Administrator Stephen A. Perry announced the appointment of Anthony Costa as Acting Commissioner of the agency’s Public Buildings Service (PBS).

Mr. Costa will take the helm at PBS on August 1 with the departure of current Commissioner F. Joseph Moravec, who announced his resignation on June 28 after four years in the job.

County Communicates in an Emergency

Broward County, FL, Emergency Management knows what it’s like to live in the moment. On-call, around the clock, they respond to emergency and disaster situations in the south Florida area. From hurricanes and floods to acts of civil unrest and terrorism, it is up to their team to pull together the right resources from fire, ambulance, and public works to address any emergency situation. Access to information is a critical part of their ability to effectively resolve dangerous situations and serve the community.

From field reporting to mission tracking to updating the emergency personnel contact list, the Broward County emergency management team needed one device that solved the problem of too many devices, not enough hands, or time. The county chose to go with Personal Data Assistants (PDAs). The BlackBerry 7510 with mDB for Lotus Notes from mBizTech easily integrated with their Lotus Notes infrastructure and gave field personnel a pipeline into the county’s databases. Their paper notebooks were replaced by BlackBerry, streamlining the way personnel completed reports and giving them one less thing to carry in the field.

LAPD Computer Targets Rogue Cops

The Los Angeles Police Department (LAPD) has turned to technology to help identify troublesome officers. A $35 million computer system helps the department monitor complaints and other details about officers and notifies managers of potential instances of inappropriate behavior. The system is the main component of a federal oversight program ordered by the U.S. Justice Department in the wake of abuse charges in the 1990s. The system was created by Sierra Systems Group and Bearing Point and can extract things such as complaints, lawsuits, use of force, and other records from databases. The goal of the system is to identify patterns that might go undetected by humans. In the past, most of the data was in paper form and spread across various departments, making it problematic to develop profiles of officers and identify possible problems.

NASPO to Host Annual Meeting

The National Association of State Procurement Officials (NASPO) will host its 58th Annual Meeting August 29 to September 1, 2005, in Mystic, Connecticut. The Annual Meeting is a members-only event with an agenda developed around the most current issues effecting the procurement profession. Membership is comprised of the directors of the central procurement offices in each of the fifty states, the District of Columbia and the territories of the United States. NASPO will also announce the winner of its annual Cronin Awards.
