PSC Seeks to Curb Cascading Procurements

The Professional Services Council (PSC) called on the Bush Administration to take immediate action to stem the growing use of cascading in federal acquisition strategy. PSC also specifically raised opposition to the acquisition strategy proposed by the Health Resources and Services Administration (HRSA) to use cascading as an evaluation technique in a professional, administrative and management support services Request for Proposal.

EPA Challenges Local Governments to Energy Efficiency

In an effort to improve energy efficiency in commercial buildings and help protect the environment, EPA is challenging building owners across the country, including local governments, to manage their energy use and identify cost-effective improvements using EPA's free tools. EPA estimates that if each building owner took the Energy Star Challenge, by 2015 Americans would reduce greenhouse gas emissions equivalent to the emissions from 15 million vehicles, while saving about $10 billion.

Solar Cells to Generate Cost Competitive Electricity

Solar concentrators using highly efficient photovoltaic solar cells will reduce the cost of electricity from sunlight to competitive levels soon, attendees were told at a recent international conference on the subject.

Database Purchase Rates County Scrutiny

California-based Stanislaus County chief information officer John Emerson approved three separate contracts for almost $98,000 each for employees at software development firm Atomogy as progress moves ahead with the county's purchase and implementation of the Integrated Computer Justice Information System. The amount is suspicious, because it is just under the $100,000 that automatically signals a review by both county supervisors and the general public.

The suspicion is in the wake of questionable business dealings and spending habits of former county CEO Reagan Wilson. The new county CEO, Rick Robinson, is expected to conduct an investigation into the Atomogy contracts to ensure they meet all county procedures. Also, Robinson is likely to investigate whether or not the software company should sell a product it developed at the expense of the county taxpayers as well as the ethical nature of a former county employee sitting on Atomogy's board of directors.

Agencies Book Travel Online

Federal government agencies are adopting online technology proven in the private sector as part of the U.S. government's e-Travel initiative, intending to bring greater efficiency and lower costs to government travel programs.

The Department of Labor, Department of the Interior, Department of State, General Services Administration (GSA), Railroad Retirement Board and United States Holocaust Memorial Museum have chosen GetThere, an online travel system to automate internal services, streamline processes, and cut costs for the government and taxpayers.

Within one month of launching, bureaus within the Department of Interior were processing more than 60 percent of their travel reservations online due to the system's ease of use.

GetThere, through its partnership with CW Government Travel and its Internet-based end-to-end product called E2 Solutions technology provides federal employees with an online experience similar to commercial travel Web sites, but customized for their agency of employment. The system highlights government-approved rates for air, rail, car and hotel options and allows travelers to book these negotiated rates, in addition to all published rates.
