C&H News Louisiana Governor Creates New Hurricane Recovery Agency Faced with the enormous task of rehabitating her shattered state, Louisiana Governor Kathleen Babineaux Blanco Monday announced the creation of the Louisiana Recovery Authority as the guiding agency to lead the state's rebuilding efforts after Hurricanes Katrina and Rita. The agency will focus on key state issues such as housing, jobs, transportation, the environment, healthcare, and education. State Police Test Device That IDs Suspect Vehicles Pennsylvania State Police are using an infrared TV camera system that can identify stolen vehicles by reading license plates. The system allowed Trooper Donald Hardeman to determine that a Honda Accord he pulled over for traveling 91 mph in Chester County was stolen. The Pennsylvania State Police is currently the only department using the technology. Motorola equipped cameras and related equipment on seven patrol cars used by state police in the Bowmansville Barracks. The license plate information used for comparisons consists of only criminal information, according to Lt. Adam Kisthardt of the state police. Kisthardt notes that the system can conduct comparisons in "snow, rain, in bright sunshine or total darkness." A match is shown to an officer via a picture of the car displayed on the system's screen. The technology is priced at roughly $12,000, but Motorola provided the technology for the trial free of charge.
