Outsourcing Growth Forecasted for 2007

State and local government IT outsourcing expenditures saw little growth in 2004 due to political and media scrutiny during the November elections leaving the market slightly above 2003 spending levels at $11.3 billion, according to a report released by INPUT, a provider of government market intelligence. Replacing an aging workforce and outdated legacy equipment will be the major factors forcing the market's pronounced growth starting in 2007, ultimately reaching $17.7 billion in FY 2009.

Homeland Security Grant Program Accepts Applications

The Fiscal Year 2005 Homeland Security Grant Program (HSGP) integrates the State Homeland Security Program (SHSP), the Urban Areas Security Initiative (UASI),the Law Enforcement Terrorism Prevention Program (LETPP), the Citizen Corps Program (CCP), the Emergency Management Performance Grants (EMPG), and the Metropolitan Medical Response System (MMRS) Program Grants into a single application kit.

Funding from this combined program will significantly enhance the ability of states, territories, urban areas, and local agencies to prevent, deter, respond to, and recover from threats and incidents of terrorism. The Governor of each State has designated a State Administrative Agency (SAA) to apply for and administer the funds under HSGP. The SAA is the only agency eligible to apply for HSGP funds and is responsible for obligating HSGP funds to local units of government and other designated recipients. Application Deadline: January 16, 2005.

SAAs must apply for FY05 HSGP funding through the online Grants Management System (GMS) at grants.ojp.usdoj.gov/.

National Forest Management Converts to Corporate Model

The Bush administration finalized major changes to the federal government's management framework for the national forest system, granting federal land managers increased authority to approve logging, drilling, grazing and mining with less environmental review than currently required.

Administration officials said the new framework will ensure a balanced approach to managing the national forests and will not undermine environmental protections.

"The new rule will improve the way we work with the public by making forest planning more open, understandable and timely," said Forest Service Associate Chief Sally Collins. "It will enable Forest Service experts to respond more rapidly to changing conditions, such as wildfires, and emerging threats, such as invasive species."

The new regulations revise the Forest Service's application of the National Forest Management Act (NFMA), which was passed by Congress in 1976 and governs the management of 192 million acres of national forests.
