County Confronts Soil Erosion Problem

Home to more than 813,000 residents, Macomb County is the third-largest county in Michigan. Its Public Works Office administers the state-mandated soil erosion control program in 24 out of 27 municipalities in the county.

The mission of the program is to enhance water quality by reducing polluted storm water runoff at construction sites. Last year, the department issued 3,548 permits and conducted 19,844 inspections.

To add efficiencies to the permit and inspection process, the Soil Erosion Control Division of the Office of Public Works Commissioner began looking at automation.

Great Lakes Officials Sign Restoration Accord


Federal, state and local officials as well as tribal representatives signed a new accord Friday that aims to protect and restore the Great Lakes.

The Great Lakes Declaration is an intergovernmental pledge of support for the development of a strategy to combat the array of environmental problems that plague the lakes.

GSA Names Interim Chief Acquisition Officer

Edwin E. Fielder Jr. was named acting Chief of Staff and acting interim Chief Acquisition Officer by Administrator Stephen A. Perry of the U.S. General Services Administration. Fielder currently serves as GSA's Regional Administrator for the agency's Southeast-Sunbelt Region.

As GSA's Regional Administrator for Alabama, Georgia, Florida, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee, Fielder is responsible for the delivery of critical operational and support services provided to federal agencies, including the management, construction and leasing of workspace, the procurement of information technology and telecommunications solutions, and the acquisition of furnishings, equipment, vehicles, office supplies and other services. Additionally, Fielder has been an integral part of the GSA senior management team that developed and implemented GSA's Get It Right program dedicated to excellence in federal acquisition.

Prior to his arrival at GSA, Fielder was employed by CB Richard Ellis, Inc., where he managed a diverse facility management portfolio for Delta Air Lines. Additionally, Mr. Fielder was a Director of Property Management for Carter and Associates and a General Manager for COMPASS Management and Leasing, Inc., and in 1997, he retired from active duty as a Lieutenant Colonel with the U.S. Marine Corps.  His service included 20 years as a U.S. Marine Logistics Officer.

IAC Calls for 2005 IT Partners Program Nominations

The Industry Advisory Council (IAC) is now accepting applications for its 2005 Information Technology (IT) Partners Program. In its ninth year, the IAC IT Partners Program is an executive development program for rising stars in government and industry that have indicated high potential for future advancement and success. The application deadline is December 31, 2004.

The goal of the IAC IT Partners Program is to prepare future government and industry leaders for the roles they will fill at the executive level. Program participants are nominated through an application process by their respective company or agency sponsors. Following successful nomination, each participant must pass the scrutiny of a panel of senior executives from government and industry.
