Red-Light Cameras Bring Safety and Brickbats

Maryland Sen. Alex Mooney, R-Frederick, fought a ticket for running a red light last year despite film showing his car blowing through an intersection. A judge accepted proof that a car thief, not Mooney, was behind the wheel.

But Mooney is still miffed, and not merely at being wrongly accused of a traffic violation. His objections run deeper and are one sign of a hostile response that can be found in some of the 18 states and 107 cities that have installed cameras at intersections to catch red-light runners.

NLC Joins Appeal of Telecom Ruling

National League of Cities (NLC) joined with four other national organizations last week in seeking a Supreme Court review of a recent Appeals Court decision that could cost cities millions of dollars annually in lost franchise fees.

The Appeals Court decision reaffirmed a 2002 Federal Communications Commission ruling that cable modem service--an increasingly popular way to access the Internet--is an "information service" rather than a cable service and therefore not subject to the cable franchise fee.

Local governments stand to lose as much as $470 million dollars per year in revenues from franchise fees, which are paid by cable operators for the use of the public's property.

Dallas Police Change Pepper Spray

Dallas Police Department Officers will receive 1,800 cans of pepper spray worth $13,000 after police commanders determined that their current supply could burst into flames due to its alcohol base. The new supply is water based and just as effective, asserts Sgt. Herbert Ashford. Leading to the replacement, was an incident in which a suspect was sprayed with pepper spray without effect and then hit with a Taser after which his long hair caught on fire.
