Mayors Release Homeland Security Survey

The U.S. Conference of Mayors released the third Homeland Security Report that assesses the flow of federal homeland security funds through the states to the cities. The new report, released during the 72nd Annual Meeting of the U.S. Conference of Mayors, reveals that while there has been some improvement, 52 percent of the 231 cities surveyed are still left empty-handed, have not received any money, nor have been notified that they will receive money from the state-block grant program, the largest homeland security program, which is designed to assist first responders such as police, fire, and other local officials.

The mayors' first survey, released last September, found that 90 percent of the 168 cities surveyed had not received any funding under the largest federal homeland security program. The second survey was released in January at the Conference's Winter Meeting and 76 percent of the 215 cities surveyed had not received any funding under the same program.

According to Conference President, Hempstead Mayor James A. Garner, "While this report shows some improvement in certain areas, there are still too many cities who have not received homeland security funds, nor have been notified that they will receive money. As leaders of cities, we must be fully prepared to protect the home land."

E-Mail Subscription Service Informs County Residents

Located in the northwest quadrant of New Jersey, Somerset County flaunts picturesque parks, sparkling waterways, and historic venues. A technologically savvy environment also surrounds the region, filled with computer cables and wireless services to connect the county's 300,000-plus residents.

Because many Somerset County residents have access to computers and the Internet, the county's Board of Chosen Freeholders looked into Web-based ways to enhance communication with constituents. New Jersey is the only state where elected county officials are called "freeholders," a term initially used in colonial times to designate property owners who were entitled to vote and hold public office. Today, five freeholders govern and manage Somerset County.

During the course of 2002, the freeholders decided to investigate e-mail services that would allow the county to communicate proactively and cost effectively with a large and diverse resident base. Officials wanted a service that would let residents manage e-mail subscriptions across all county government agencies. In addition, the chosen service would not require undue expenses, such as hiring additional county workers or purchasing special equipment to obtain or maintain the service.

State's Redesigned Database Improves Traffic Safety

The State of Michigan has moved its traffic accident data from an outdated mainframe from the 1970s to an environment based on Sybase's PowerBuilder and Oracle technology. Moving the crash database means that law enforcement, transportation, and state department officials no longer have to endure a largely manual process of retrieving accident data from mainframe magnetic tapes and storage cartridges. The Michigan State Police teamed up with the Michigan Department of Transportation and the Michigan Department of State for the Crash Process Redesign project, which has given the Crash database a browser-based interface. With the new supporting environment for Crash, users will be able to access traffic accident data for legal purposes or safety research within 60 days, a huge upgrade for a process in which data sometimes took two years to make its way through the system. In addition to reducing data errors, the new setup has helped to lower processing and hardware costs.

HOUSE APPROVES $5 MILLION FOR UMASS ANTENNA RESEARCH CENTER

The Defense Appropriations bill approved by the House of Representatives includes $5 million for the Center of Excellence in Advanced Sensor and Communications Antennas at the University of Massachusetts at Amherst. The Center for Advanced Sensor and Communication Antennas is a partnership between the UMass Electrical and Computer Engineering Department and the Air Force Research Laboratory Sensors Directorate at Hanscom Air Force Base. Hanscom will conduct and direct research and development programs. UMass will provide basic and applied research support and will educate a workforce in advanced antennas and sensor systems.

According to researchers, 450 million handsets were sold in 2003, and approximately 1 billion people around the world, nearly one in six, now use a cell phone.
