Cities Gain, States Lose in Bioterror Funding

Each of the 50 states' public health programs is about to lose its grip on about $1.1 million in bioterrorism preparedness funds under a Bush administration decision to transfer the money to 21 cities believed to face a high risk of a terrorist attack.

U.S. Health and Human Services Secretary Tommy Thompson recently announced he will reprogram $54.9 million from the federal Centers for Disease Control and Prevention (CDC) that were allocated this year to help states enhance their public health resources to deal with terror attacks involving biological or chemical agents such as anthrax, smallpox or ricin.

Defense Logistics Announces Distribution Competition Results

The Defense Logistics Agency has tentatively decided that operations and management of its Defense Distribution Depot Tobyhanna, PA, would remain in-house rather than be contracted to a private company. The depot, with its work force of career federal employees, will streamline and reduce the costs of the receipt, store and issue mission.

Grants for Small Town Scenic Byways

Driving through small town America this summer, travelers may pass along a scenic byway, part of a federal government program that has just been enriched by some $15 million in project grants.

U.S. Transportation Secretary Norman Mineta announced grants for 104 projects in 37 states that are part of the Federal Highway Administration's National Scenic Byways Program.

The program recognizes roads around the nation based on their archaeological, cultural, historic, natural, recreational or scenic qualities. The new grants will help fund such projects as scenic overlooks, visitor information centers, educational and promotional materials, pedestrian trails, bike paths and safety improvements.

"The only way to visit many of our nation's treasures is to travel on a scenic byway," said Mineta. "Investing in these roads is the best way to bring travel and tourism dollars to many of America's small towns."

"Our nation's scenic byways provide a vital link between countless travelers and America's small towns and rural areas, supporting hundreds of "mom and pop" shops along the way," said Federal Highway Administration Administrator Mary Peters.

Currently, the America's Byways system includes 96 roads in 39 states. Studies suggest that byway designations increase the number of visitors to rural communities by up to 20 percent, resulting in jobs, because the typical byway visitor spends between $100 and $200 per trip.

USDA Launches Web-Based Incident Command System

Agriculture Secretary Ann M. Veneman announced the launch of a web-based Incident Command System (ICS) training program to enhance the Department's effectiveness in responding to a wide range of emergencies.

"USDA has a long history of leadership in managing natural disasters, such as wildfires," said Veneman. "This training program builds on the successful system used by the USDA Forest Service and formally extends ICS training to all USDA employees. This ICS training will help bolster resources to manage accidental or deliberate incidents that may threaten the U.S. food supply, critical infrastructure or economy."

EPA Begins Public-Private Research

In a Cooperative Research and Development Agreement (or CRADA), the U.S. EPA and YSI Environmental will begin development of an early warning detection device to protect the nation's drinking water supply.

EPA Acting Deputy Administrator Steve Johnson noted, "Protection of America's drinking water systems is a critical element of EPA's mission. The agreements we are recognizing here are outstanding examples of how government and industry are working together to find ways to protect our water from contamination."

YSI is one of three companies partnering with the EPA to secure water supply, treatment, and distribution centers across the United States. Under the Federal Technology Transfer Act, the CRADA allows private industry access to federal laboratories for testing and evaluation of new technology. CRADAs are designed to push technology into real world applications.

USPS Resumes Biohazard Detection Deployment

Nationwide installation of the U.S. Postal Service's Biohazard Detection System (BDS) has resumed, following a slight delay for testing to determine why some systems were producing "inconclusive" test results. The Postal Service Engineering group, working with BDS equipment contractors, has identified and corrected the anomalies.

The Postal Service will continue to monitor BDS performance as deployment resumes to ensure the systems are operating properly. In addition, a future enhancement is planned that will further improve system performance.

BDS is a fully contained, automated system designed to identify biohazards in the mail to provide an added level of protection to our employees. A total of 283 sites nationwide are scheduled to receive the system.
