NGA and NCSL: Simplify State Sales and Use Taxes
Online sales topped $104 billion in 2003, a nearly 40 percent jump over the previous year, and yet state and local governments lost an estimated $15.5 billion in revenue because states cannot effectively collect sales and use taxes on e-commerce purchases, according to a report commissioned by the National Governors Association (NGA) and National Conference of State Legislatures (NCSL) and updated figures from the University of Tennessee's Center for Business and Economic Research.

Crossing Grants Advance High-Speed Rail Corridor
Alabama, Oklahoma, South Carolina, Washington, and Wisconsin will share $5.2 million to improve highway-rail grade crossings as part of a program to enhance safety and prepare federally designated corridors for future high-speed rail operations.

States Stung by Outsourcing
Outsourcing of U.S. jobs to cheaper operations overseas is a major theme in the presidential race and some governors' elections -- and came as a surprise to many state governments that discovered they're paying foreign workers to answer calls about state food stamp programs or to keep state computers humming.
The shift of U.S. private-sector jobs to other countries is politically sensitive on its own, but the idea of using state taxpayers' dollars to hire foreign workers to do white-collar state jobs hits a particular nerve. Outsourcing - also called offshoring when U.S. jobs go overseas - emerged as an issue this year on the campaign trail and some 35 statehouses. At least a dozen states acted or are in the process of making sure that state procurement dollars don't end up in foreign countries.

Michigan Tops in E-Gov't
Michigan's commitment to building e-government initiatives has propelled the state to the top of the 2004 Digital States Survey. "Michigan has been very dedicated in this area," said Cathilea Robinett, executive director/executive vice president of The Center for Digital Government and the Center for Digital Education. "The former governor put a lot of these initiatives in place and the current governor has kept up the pace."
