COOPERATIVE CONTRACTS BOOST PURCHASING POWER
Cooperative purchasing programs can vary as widely as the products that government agencies buy, but their common goal is to stretch taxpayer dollars by purchasing large amounts of the same item, at the same time, on one contract. Vendors administrative costs are lowered because there is one contract to maintain instead of several, and, in turn, the contract can lower a commoditys unit price. Purchasing cooperatives also save administrative time by handling the competitive bid/proposal process. Some specialize in high-tech equipment, and others in pens, pencils, and paper. Some receive payment directly, and others avoid the actual transaction completely. Some reach all 50 states, and others exist in just one. Heres a sampling of what four cooperative purchasing programs have to offer.

Harris County, TX, plans to upgrade its integrated identification network. The system upgrade will include an automated fingerprint identification system (AFIS), scanning, and photo imaging technologies.
"As the third largest county in the United States with a population of over 3 million, we needed a system that could meet our current identification needs, while providing the ability to expand to accommodate our growing population," said Pete Schroedter, AFIS Manager for the Harris County Sheriff's Department.
Harris County is responsible for maintaining the largest jail facility in the state of Texas, including all pre-trial arrestees and those convicted of misdemeanors. The county also provides court services for all County and District courts.
As part of the system upgrade, Harris County Sheriff's Department will use Motorola's Omnitrak AFIS/ Palmprint Identification System, which will enable fast and accurate suspect identification, saving agency time and resources. Omnitrak is a comprehensive fingerprint and palm print system that features continuous automated operation.
The system will also include 9 new scanning stations that capture palm prints, slap impressions, and rolled fingerprint images. In addition, the system will also accept demographic information. Harris County will be able to quickly and easily identify individuals via a rapid fingerprint search against the Omnitrak AFIS database, as well as other shared records repositories.
The standalone scanning units offer a completely integrated booking solution with the benefit of having mugshot, palm, and fingerprint capture capabilities.
The Harris County system will also include a photo imaging application that allows law enforcement agencies to capture, store, organize, and manage images and descriptor data essential for investigation and identification services. The system will incorporate facial recognition capabilities.
The system upgrade, valued at $5.9 million, will be implemented in two phases, with first-phase completion by late 2003. Future plans include implementation of a regional AFIS, system expansion to adjacent counties and mobile fingerprinting capabilities in Harris County patrol cars.

PROGRAM BRINGS SMALL VENDORS AND BUYERS TOGETHER
The U.S. Chamber of Commerce and the Small Business Administration (SBA) in partnership with HP announces the Business Matchmaking Program. This program will arrange face-to-face meetings at events in 15 regions across the country between small businesses and contract procurement officials from federal, state, and local government agencies, as well as private companies, with the purpose of facilitating new contracts.
The first event is scheduled for this week, March 4 to 5, in Orlando. SBA Administrator Hector Barreto will keynote the nationwide rollout of the largest national initiative in American small business history to bring small businesses and public and private organizations together at the same table for the specific purpose of awarding procurement contracts. Tentative, future locations include Birmingham, AL; Chicago, IL; St. Louis, MO; and Washington, D.C.
There has been a tremendous response to the program since its launch. More than 50 government agencies and private companies participated he pilot program conducted in Cleveland, OH, representing more than $1.4 billion in potential contracts. More than 515 small businesses registered for the event and more than 1,800 meetings were conducted.

Department of Defense officials announced that every person on the Pentagon reservation will receive Escape Masks in the event the building is attacked again.
Bellevue, KY-based Critical Incident Solutions will provide Escape Mask Training for between 23,000 and 24,000 people who work on the Pentagon reservation, which includes the Pentagon itself and more than 40 leased facilities.
The masks exceed U.S. Army requirements and feature a "snorkel" type mouthpiece which allows universal fit and a very high protection factor, even for persons with facial hair or irregular facial features. The accompanying hood has a spacious interior, which can comfortably accommodate long hair and eyeglasses.
HONOLULU AUTOMATES PARK AND RECREATION PROCESSING
The City and County of Honolulu, the 12th largest municipal government in the U.S., has selected a recreation management software to automate its entire park and recreation operations. Honolulus Department of Parks and Recreation, which serves more than 900,000 residents and 5 million visitors, will use RecWare Safari software at over 60 park sites. This marks the first time Honolulu will fully automate its access to recreation program services.
We serve a widespread population across a large geographic area, so services such as reserving park facilities or taking activity registrations become more complex, explained Joyce Mitsunaga, recreation specialist IV, Honolulu City and Countys Department of Parks and Recreation.
Honolulus Department of Parks and Recreation serves the entire island of Oahu, encompassing regional parks, community-based parks, beach/shoreline parks, botanical gardens and nature parks/reserves. With many remotely located facilities, the department sought an automation solution that would streamline communication among its sites and enhance management of in-demand services such as facility scheduling, permitting and activity registration. The department will automate its facility reservation process, activity registration, and reporting. Future plans include Internet registration.
