Inmate Kiosks Help States Save Money and Comply with Law
A new legal information kiosk will change the way prisons comply with court mandates requiring inmate access to the law. The wall-mounted kiosks with shatterproof touch screens have been installed in corrections facilities in Hawaii and Riverside County, CA.
The kiosks, called TSTLL, were developed specifically for prisons by Touch Sonic Technologies and feature legal research from LexisNexis, a provider of legal, news, and business information services.
Most prison libraries offer legal books, which can be damaged or lost, and are quickly outdated. With these kiosks, corrections departments are expected to save hundreds of thousands of dollars on costly law books, while offering comprehensive and current legal information to inmates. States also stand to save money with fewer prisoner complaints about lack of access to legal research, which comprise substantial numbers of the inmate lawsuits filed. In addition to ensuring access to current legal information, TSTLL units allow the correctional facility to track the usage of each inmate through a login, providing a record that can be used to defend allegations of non-access.

The U. S. Department of Agriculture announced that it is making $325 million in loans and grants available to rural communities to strengthen distance learning and telemedicine programs that serve rural America.
Bringing specialized health care and expanded educational programs to rural areas will save lives and improve the quality of health care for residents who live in more sparsely populated areas of the country, said Acting Under Secretary for Rural Development Gilbert Gonzalez.
Telemedicine technology makes it possible for doctors to examine and direct the treatment of patients without being physically present. The distance learning program finances equipment to expand educational resources to students and educational institutions in isolated rural areas. Since the beginning of the Bush Administration, over $100 million has been invested in local distance learning and telemedicine programs, allowing 1,384 rural educational facilities to expand their access to modern telecommunications technology, and 658 health care institutions to develop technologies needed to enhance local medical care.
Applications for $15 million in grants must be submitted by April 30, 2004 and will be scored and awarded on a competitive basis. Applications for the grant/loan combinations and loans can be submitted through out the fiscal year and will be processed on a first-come, first-served basis.

Smart construction materials and coatings that capture and decontaminate air pollutants are being developed in Europe. In the presence of sunlight, plaster, mortar, concrete, and coatings containing titanium dioxide can change the chemical composition of the pollutants, which are then washed harmlessly away.
The performance of these materials is being tested by a European consortium of private companies, research institutions, and the European Commissions Joint Research Centre (JRC) as part of a program for innovative construction materials to help in the fight against air pollution. While tests are still underway, some preliminary results in the field already demonstrate that the photo-catalytic process works to reduce pollution.

Feds Hand Out Money for Law Enforcement
The fiscal 2004 budget bill passed in January by Congress provides numerous grants to state and local governments via the Office of Justice Programs, including $1.8 million for a case management system for state courts in Delaware; $2 million for the expansion of Sacramento, CA's Search Group and the National Technical Assistance and Training Program to assist states in automating their fingerprint ID procedures; $3 million for a law enforcement data-sharing program in California; and $7.5 million for Project SEAHAWK, a program operated by the Southeast National Law Enforcement and Corrections Technology Center that coordinates the port security duties of multiple federal, state, local, and private groups.
Other grants included $500,000 for integrated justice information hubs for the Pennsylvania Commission on Crime and Delinquency; $732,000 for a Computer Crime Unit for the Virginia Attorney General's Office, as well as for a gang task force, and the Triad citizen outreach initiative; $1 million for an Identification Based Information System for the Oakland County, MI, Sheriff's Department, including handheld digital fingerprint and photo devices for patrol cars; and $1 million for the University of Houston to examine in-car law enforcement technologies.

The first advanced hydraulic hybrid sport utility vehicle will be publicly displayed by EPA, along with its partners, at the 2004 Society of Automotive Engineers World Congress on March 8 to 11 in Detroit, MI. This vehicle demonstrates that hydraulic hybrid technology has the potential to cost-effectively improve the fuel economy of sport utility vehicles (SUVs) while at the same time improving performance. This technology responds to President Bush's energy and climate goals by reducing fuel consumption and greenhouse gas emissions.
The demonstration vehicle uses EPA's full hydraulic hybrid technology integrated in a stock SUV. Over the last decade, EPA has collaborated with many organizations to develop hydraulic hybrid technology including the Army, Ford, Eaton Corp., Parker-Hannafin Corp., FEV Engine Technology, Inc., Michigan State University, Ricardo Inc., Southwest Research Institute and the University of Wisconsin.
The vehicle on display is a hydraulic hybrid, reported to achieve a 55 percent improvement in fuel economy. This hydraulic hybrid technology is projected to increase the cost of a large SUV by about $600 which would be quickly recouped by the consumer's lower fuel and maintenance costs.
