FLAWED BUDGET FOR 2005 WOULD FAIL HOMETOWN AMERICA

The proposed Bush budget for 2005 is a flawed budget that fails to keep our communities strong," says National League of Cities (NLC) President Charles Lyons, selectman from Arlington, MA. Lyons says cuts to federal programs like community policing would translate directly into cuts in local services.

The National League of Cities is also concerned that the continuing, growing federal deficit will take resources from programs that benefit Americas cities and towns. Making the tax cuts permanent would lead to higher deficits and more cuts in domestic programs, hurting children and families.

A new Harris Poll finds that the Internet continues to become more useful and more used. While the total Internet population is rising more slowly than it was in the late 90s, the proportion of those with broadband is rising much faster (Harris Poll of January 14, 2004) and more people are using the Internet for a wider variety of purposes.

CITIES, STATES SPEND MILLIONS ON WIRELESS

Cities and states, working on homeland security and general emergency response, are putting interoperable wireless communications at the top of their lists. Delaware Gov. Ruth Ann Minner has proposed spending $12 million to upgrade her state's 800 MHz radio system, used by emergency workers, so as to widen its coverage and effectiveness.

Detroit officials are considering an 800 MHz system, says city director of homeland security Shelby Slater, and expect to spend over $100 million for a system that will be interoperable with Michigan's state emergency personnel system. Arizona gave its first responders a pod communications system, which is less expensive than a new statewide communications infrastructure.

Congress wants states, regions, and cities to move toward such communications, according to House Select Committee on Homeland Security member Rep. Jim Turner (D-Texas), who adds that there will be grants for homeland security.

GIS DISPELS THE FOG AROUND SAN FRANCISCO CRIME

San Francisco used a $1.5 million federal grant to install Crime Mapping Analysis for Public Safety (CrimeMaps). Police access the network via a browser or Citrix Systems' remote-access application. San Francisco Telecommunications and Information Services technology manager Erich Seamon notes that CrimeMaps' security is such that users can only access the system from a police personal computer. He adds that earmarking crime-combating resources will be easier by being able to see trends and problem areas. Color-coding density levels and patterns are seen by offices, with threshold alerts going off if a certain number of crimes happen in a particular neighborhood. CrimeMaps is configured to fulfill the San Francisco officers' request to have 911 call information put into the database.
