FIRST RESPONDERS SIGNAL RED ALERT

Following the terrorist attacks to our nation on September 11, 2001, many realizations came to light. Besides demonstrating U.S. vulnerability to terrorist attacks on American soil, the events showed the bravery of public-safety forces, as well as the lack of specialized equipment to detect and combat terrorist actions.

Since 9/11, government agencies at all levels have been scrambling to formulate and fine-tune disaster preparedness plans and equip government workers with the necessary supplies and training to counter terrorism. Now that U.S. military forces are engaged overseas in Operation Iraqi Freedom, the chance of terrorist attacks in our homeland is an even greater threat.

To bolster domestic security, Operation Liberty Shield was launched on March 17, 2003. The unified, national effort is a multi-department, multi-agency plan designed to increase protection for Americas citizens and infrastructure. Strategies range from reinforcing security at U.S. borders to increasing public-health preparedness.

"The Iraq war will be fought on two fronts: one in the Middle East by our armed forces; and the other here at home by firefighters and other first responders," said Harold A. Schaitberger, General President of the International Association of Fire Fighters (IAFF), in a March 11, 2003 letter to President George W. Bush and senior-level officials. http://www.govpro.com/GPRONewsletter/Article/27750/

AFV AUCTION TO BE HELD AT CONFERENCE

Clean Cities meeting includes a chance to see, buy, drive AFVs. Among the highlights of the 9th National Clean Cities Conference & Exposition will be the chance to experience a mini-auction of alternative fuel vehicles (AFVs), sponsored by the U.S. General Services Administration (GSA).

The auction at the May 18-21 conference in Palm Springs, Calif., featuring 19 bi-fuel cars and trucks, five E-85 sedans, and one dedicated-CNG van, will give fleet managers and others a chance to buy or just see firsthand how such an auction works. The event begins at 4:45 p.m. May 20, and vehicles included will be on display in the Expo Hall May 19 and 20. More information on the auction is available at the Web site: http://www.autoauctions.gsa.gov

VA TO ESTABLISH KANSAS STATE CEMETERY

Secretary of Veterans Affairs Anthony J. Principi announced the award of a $3.3-million grant to Kansas to establish the Kansas Veterans Cemetery at WaKeeney, in western Kansas.

"This award, and an increasing number like it for state veterans' cemeteries, recognize the contribution of America's aging veterans," said Principi.

The 24-acre cemetery will have an entrance gate, assembly area, administration and maintenance building, committal shelter and associated road, grading and drainage work. In the first phase it will provide 2,600 burial spaces, including 500 double-depth crypts, or pre-placed graveliners, and a 320-niche columbarium for cremated remains. The grant will also pay for planning and design expenses and the equipment needed to operate the cemetery.

The nearest open VA national cemetery is Ft. McPherson National Cemetery in Maxwell, Neb., approximately 165 miles away.

EPA TO PROMOTE NATIONAL LAND REUSE

Marianne Lamont Horinko, EPA assistant administrator for solid waste and emergency response, will speak to business leaders today about a new Land Revitalization Agenda, a plan to integrate land redevelopment into all EPA cleanup programs at the beginning of the process, review policies and practices for liability issues and leverage federal cleanup grants.

The Land Revitalization Agenda demonstrates the economic, social and environmental advantages of land reuse. The initiative helps federal, state and local governments work together to put formerly polluted property back into use in a way that benefits the entire community. Horinko will showcase some of the Chicago area's most successful revitalization efforts. EPA estimates there are more than 1,310 potential reuse sites (under Superfund, underground storage tank hazardous waste, Resource Conservation and Recovery Act and Brownfields cleanup programs) in the Chicago/Northwest Indiana region.
