REVERSE AUCTIONS: DEFENDING TAXPAYER DOLLARS
The Department of Defense, like all federal government agencies, is under increasing pressure to improve efficiency, cut costs, and garner maximum utility from every taxpayer dollar. Technology is a major facilitator of these objectives. As government agencies continue to adopt technologies to better utilize our fiscal resources, we are hopeful that the publics confidence in our stewardship of these resources will be further enhanced, says Commander Steven Dollase, Director of Acquisition Policy at the U.S. Navys Naval Inventory Control Point (NAVICP).
Dollase should know. The NAVICP saves the U.S. Navy millions of dollars per year by using a hosted, e-sourcing solution from Procuri, Inc., Atlanta, GA, to better manage its supplier relationships and monitor costs.
To date, NAVICP and its parent command, the Naval Supply Systems Command (NAVSUP), have conducted more than 70 reverse auctions, saving an average of about 20 percent.
We began hearing about reverse auctions in the late 1990s and, as the technology became more prevalent and vendors began to expand their solution sets, we set out to implement this functionality, Dollase says.

The Transit Cooperative Research Program (TCRP) has released a new report that explores strategies for improving access to and use of public transport in the face of increasing congestion at most major U.S. airports.
The 141-page report contains detailed information on comparative market shares of various public transport modes, including bus, rail/subway, taxis and shared-ride vans at more than a dozen major domestic airports, including San Francisco International, Boston-Logan and Reagan National. The study also provides a wealth of demographic and geographic data on ridership patterns of the 365 million ground access trips that were made to U.S. airports in the survey year, 1995.
TCRP Report 83: Strategies for Improving Public Transportation Access to Large Airports represents the second phase of a two-part research effort. The results of the first phase were published in 2000 as TCRP Report 62: Improving Public Transportation Access to Large Airports. Both are available free of charge to anyone who contacts TCRP to request a copy.
The report is expected to be of interest to individuals and agencies involved in planning, implementing and improving public transport access to large airports. Report 83 and Report 62 both provide extensive information, along with practical guidance for implementing better public transportation access for both air travelers and airport employees.
The newly issued report additionally focuses on business agreements, such as open and exclusive agreements with transportation operators that impact day-to-day operations at major airports. It also examines issues such as strategies for accommodating baggage carried by travelers to and from airports in the context of heightened post-9-11 security priorities. The report addresses new information technology systems that provide airport users with access to inter-modal travel information and ticketing options.

GRANTS PROMOTE DIGITAL TECHNOLOGIES
The Department of Commerce's Technology Opportunities Program (TOP) promotes the widespread availability and use of digital network technologies in the public and non-profit sectors. As part of the Department's National Telecommunications and Information Administration (NTIA), TOP gives grants for model projects demonstrating innovative uses of network technologies. TOP evaluates and actively shares the lessons learned from these projects to ensure the benefits are broadly distributed across the country, especially in rural and underserved communities.
TOP makes matching grants to state, local and tribal governments, health care providers, schools, libraries, police departments, and community-based, non-profit organizations.
On March 17, 2003, the Commerce Department's National Telecommunications and Information Administration (NTIA) announced the Fiscal Year 2003 grant round for TOP. For FY 2003, approximately $12.4 million is available for matching grants. The deadline for submission is Wednesday, April 23, 2003.
The Application Kit for FY 2003, including Notice and Guidelines for Preparing an Application, provides information on the program, rules for applying, suggestions for preparing an application, and the standard forms you need to prepare a TOP application. More than 280 purchasing officials and fleet managers nationwide joined a conference call February 26 to learn about a cooperative purchase of up to 40,000 highly fuel-efficient and pollution-free hybrid electric vehicles. The conference call, hosted by the Center for a New American Dream and endorsed by the National Association of Counties (NACo), featured a variety of speakers who addressed the environmental and economic benefits of the hybrid technology and explained how to participate in the cooperative purchase.
Many government purchasers were surprised to learn that numerous U.S. governments are already buying hybrid vehicles from non-U.S. sources because of environmental and financial concerns or a patriotic desire to decrease dependence on foreign oil. More and more government purchasers are expressing interest in the vehicles now that it appears U.S. automakers will be making vehicles to compete with the Toyota Prius and Honda Civic (hybrid version).
