SO YOU WANT TO HIRE A CONSULTANT?

Youve got a specific need, lack in-house capacity, and have determined that hiring an outside consultant to work with your team is the best economic model. Now comes the hard part: choosing the right person.

As an information technology consultant who has worked with government agencies for 15 years, I am concerned about the process used to select a consultant. In the private sector, the process is simple because hiring decisions are based on a relationship model: I hire someone because I know he or she has done a good job for me in the past, or because I know that a particular consultant has done a good job for someone else.

The most effectiveand legalway to replicate this relationship model in the public sector is to place prime importance on a consultants references, during the evaluation and selection process. While the relationship model I will provide pertains specifically to hiring an individual, the same basic principles can be applied to selecting a vendor.

WORKFORCE FACTS: GOVERNMENT PAYROLLS GROWING

Governments at all levels continue to beef up their staffs. State and local governments employed 15.4 million full-time equivalent workers in 2001, a two percent increase over 2000, says the U.S. Census Bureaus latest data.

On the federal side, civilian employment stood at about 2,620,000 in the summer of 2002, a jump of about 4,000 over 2001 totals (preliminary Bureau of Labor Statistics data).

Whats more, government hiring of college graduates is expected to increase by 20 percent this year, predicts the National Association of Colleges and Employers. The reasons for the hiring boost, says the association: An impending shortage of workers caused by retirements Need to hire more security specialists in the aftermath of September 11, 2001.

Growing government workforces mean more competition for manufacturers and other private-sector employers, says Chris Edwards, Director of Fiscal Policy at the Cato Institute, a free-market think tank in the nations capital. Consider highly-skilled scientists and engineers, adds Edwards. PROPERTY CRIME INVESTIGATION ENTERS NEW ERA

Working in the Dallas suburb of Carrollton, TX, Police Detective Greg Fraid investigates burglaries and thefts in a patchwork quilt of local municipalities, each with their own collection of pawn and secondhand stores and criminal suspects. Investigating a missing item typically entails multiple phone calls to other investigators in neighboring municipalities.

A new technology, l.e.a.d.s.online, is quickly being embraced by law enforcement investigators like Detective Fraid, as well as the pawn industry. The third-party database provider represents a public/private partnership bringing together state-of-the-art technology and the expertise of law enforcement nationwide.

Pawn store operators have traditionally submitted records, in both paper and electronic form, to multiple jurisdictions in differing formats and standards. The new system allows law enforcement officials to search one Internet database of transactions, rather than the old way of making multiple phone calls to other jurisdictions, personally visiting a multitude of pawn and secondhand stores, sorting through stacks of paper records, and cumbersome data entry.

The system allows officers to access a secure Internet database to locate and recover missing personal property through a series of search options and onscreen tables. By entering a valid ID and case number, Detective Fraid has instant access to a local, regional and national database, along with the ability to link up instantly with investigators in other jurisdictions.

With the instant access provided by l.e.a.d.s.online, the window of time between an item being reported missing and its actual recovery can be shortened to two seconds, rather than two months.

POLICE OFFICIALS SUPPORT GUNS IN THE COCKPIT

Commanding law enforcement officers in the U.S. believe that commercial airline pilots should be permitted to carry firearms on board their aircraft, according to the 15th annual nationwide opinion survey of chiefs of police and sheriffs conducted by the National Association of Chiefs of Police (NACOP).

The NACOP survey indicates that 72.6 percent of the U.S. chiefs of police and sheriffs support the guns in the cockpit proposal. When the officers were asked if they thought that foreign or domestic threats or acts will increase in the next year, 94.8 percent responded in the affirmative.

Even more, 98.5 percent, said there should be increased intelligence sharing by federal agencies with state and local police in connection with increased terrorist threats to our nation's security.

PNNL TO USE LOCAL WIND POWER

In an effort to jumpstart the use of clean wind power in the region, Pacific Northwest National Laboratory will purchase and use 8.8 million kilowatt hours of power produced by the Stateline Wind Power Project, located on the Washington-Oregon border between Pasco and Walla Walla. As a result of the agreement, Richland, WA, residents might soon have the option to purchase wind energy as well.

The PNNL purchase, through the City of Richland, is for a one-year period with option to extend. The purchase covers more than 10 percent of the energy PNNL needs to operate the facilities in north Richland and will make it one of the federal government's leaders in the use of "green energy," with 13.7 percent of its energy coming from renewable sources.
